Remote UDF manifest parsing and validation.
A TOML manifest describes one or more services, each with a transport, a set
of resource limits, and one or more functions. Everything that can be caught
at startup is caught here: unknown transports, malformed types, decimal
precision beyond Decimal128’s limit, zero-argument functions, duplicate
names, and (at registration) collisions with built-ins.
